Why Rising antivirus software can only be updated to 201 031

After reinstalling the system to re-install Antivirus Software2007 out, but to upgrade to 2010.3.1 say is the latest.Why is it so?? Thank you ~

It said the latest three on the latest software may be too low due to next to the official website from the latest security
