Why can’t I download anything?

I’m wanting to download Coffee scrpit because for some reason it obtained disabled somehow.When MY PARTNER AND I click to help download that, it states “Your present-day security settings usually do not allow this kind of file being downloaded” How do i change my own security settings We have a house windows 7 btw.
