Stage 3 of 3 0% loop?

So next time i start upward my computer system, it runs:
Setting updates:Point 3 regarding 3 — 0% comprehensive.
Never turn off your pc.

It says that way for a while, the number bar doesen’t range in price up.Then the computer restarts itself and it does a similar thing above again.And the laptop monitor is damaged exept for that top left screen consequently I apply an external monitor (ASUS) and it doesen’t work after i go around safe function.Can somebody please aid me:(
