Router problems? ? ? ? ?

I use the company's TL-R4419 router, but traffic statistics to see the layout of a computer's high-bandwidth, I want to QOS rules to limit its bandwidth, but the set does not seem to like the results, may I ask what Can limit bandwidth.

2.Terminator P2P tried, but found that it has been revealed by the router with bandwidth above the bandwidth used by a little different.In other words Statistics page says to use 2000kbps, p2p read only by 7K.
3.That machine is no poisoning, not in the ARP, not in the horse, are there any ways to limit bandwidth.
