Is it possible to restore your laptop in safe mode?

And so; my pc wouldnt complete the “welcome” filter, it stored loading and also loading…..=.= yesteryear; it last but not least passed the particular “welcome” filter; BUT; the exclusively thing this appeared was a black screen together with my cursor -_____-” thus i consider if can you really restore this laptop in SAFE STYLE thanks people!!!!!

P/S:my laptop is DELL INSPIRON 1545 (window 7)
