You can only make it happen by testing the text you choose in Wordart then utilize the ‘Flip’ option around the ribbon.

Select the Wordart you might have set upward, then find Format to the Ribbon, you will note the ‘Flip Horizontal’ option to the right palm side

So far as I know you should not ‘Flip’ standard text nor text in the Textbox.
