Cant open firewall control panel?

i cant open many things even though im admin on my computer
like firewall option, network centre, i cant get windows updates it says windows update is currently installing other updates
the little flag in the task bar have a red cross on it and its telling me to find an antivirus program online
i have kaspersky 2011 installed and scanning for viruses right now
other than that i can go on web just fine
when i try to open these windows control panels no error messages just nothing happens
