Need to buy a touch screen laptop or a tablet pc!?

Howdy All, I am looking for any touch filter laptop as well as a pill for my own class note-taking.

9 inches tv screen or much larger.

Would rather run windows system.
Older laptop also acceptable and not too old(3 a long time max)
