How do I uninstall ie 9 that didn’t complete installation?

I tried to update to be able to ie9; them didn’t complete.I will no longer have my personal favorites bar as well as the top standard (ie.FILE
EDIT etc).I’d love to uninstall ie9 and return ie7 that we had in advance of.any assist appriciated.
