Is downloading 10gb off an internet program using up 10gb of internet usage?

It is dependent upon the situation.It can be less (if the images is compressed) and it usually is more (if there’s control overhead in addition to the data).But more or less, usually sure.

Anything everyone download stays in your hard disk, it does occupy RAM usage so additional programs might slow.It features nothing to do with internet application.
