What is a good video editor for Windows 7?

My organization is willing to afford it, rather than using a free one.But Windows Movie Company is some crap and You want something otherwise.

I want it to be able to import MP4 video lessons, or FLV is realistic.

Nothing at all fancy, I just now need it to do slow motion, captions, something, audio, and video influences like outdated film, grayscale, stuff that adheres to that.
