How do a place an image (such as a tattoo) on a moving object within a video?

I’ve a video tutorial, and I’m trying to put a tattoo image upon my leg to anxiety my mum and dad.I really want the tattoo to be able to move by using my movement from the video.The video is at night vision so that it might cause it to easier to be able to fake the tattoo.Any help could be great.WE do include windows movie creator, or would We would like to dl software package Thanks
