Div moving problem CSS/HTML?

Prohibited writing an online site, and inside header.php record, we have got multiple DIV’s for each link(e.back button.home, Regarding, ETC) and maybe they are icons.They’re all within one div called bpanel.I’ve gotten all of these books lined upwards together, but every time a user resizes this browser, all of the buttons shift, and go under the actual LOGO.I keep asking how in making these div’s remain in one location, and possibly not move at all.Thanks
